Member of the Communist Party of China. Researcher. He graduated from the Department of Politics of Beijing Normal University with a Bachelor¡¯s degree. He served successively as Squad Leader, Company Commander and Staff Officer of Heilongjiang Production and Construction Corps; Secretary of the Communist Youth League of Renmin (People¡¯s) University of China; Chief of the Executive Office of the Research Center of State Science and Technology Commission (SSTC); Deputy Director in the Bureau of Policy; Chief of the Policy Division of the Spark Program Office; Director of the Executive Office of the Research Center, SSTC; Deputy Director-General of the Department of Reform, SSTC; Director-General of China Rural Technology Development Center; Director-General of Torch Hi-Tech Industry Development Center and Director of the Management Center of Science-based SME Innovation Fund of the Ministry of Science and Technology; Director-General of the Department of Policy, Regulation and Reform of the Ministry of Science and Technology. Since July 2004, he has been serving as Secretary-General of the Ministry of Science and Technology.Since December 2004, he has been Member of the Leading Party Group, Ministry of Science and Technology.Since February 2005, he has been Chief of the Science and Technology Daily.In March 2008£¬he became member of the 11th CPPCC.
