Member of the Communist Party of China£¬Wu graduated from the School of Radio of Shanghai Jiao Tong University in 1968, majoring in radio communication. In 1987, he received his PhD degree in pattern recognition and intelligent control in Department of Automation, Tsinghua University. He served Successively as Assistant Engineer in Zhengzhou Railway Bureau under the Ministry of Railways; Deputy Director of Beijing Research Institute of Artificial Limb Science, Ministry of Civil Affairs; Deputy Director-General and Director-General of the Department of Social Welfare, Ministry of Civil Affairs; Director-General of the Department of Mass Organizations Administration, Ministry of Civil Affairs; Director-General of the Administration of Non-governmental Organizations, Ministry of Civil Affairs. Beginning from January 2001, he has been serving as Vice Minister of Science and Technology, in charge of Supervisory Affairs. In March 2008£¬he is a Deputy to the 11th National People's Congress and Member of Education, Science, Culture and Health Committee of the 11th NPC.
