Mr. LI is a member of the Communist Party of China(CPC). From 1968 to 1977, he served as Company Commander and Vice Battalion Commander in Heilongjiang Production and Construction Crops. In 1982, he graduated from Beijing Institute of Chemical Industry, majoring in polymeric chemical engineering. Upon graduation, he worked as Assistant Professor at Beijing Institute of Chemical Industry. Then he served State Science and Technology Commission (SSTC) as Program Officer at the Bureau of Basic Research and New Technologies, Director at the Bureau of Industrial Science and Technology, Deputy Director-General of Planning, and Director-General of Facilities and Finance. He also had local working experience as Vice Mayor of Xi'an City. In May 1997, he was appointed as Vice Minister and Member of the Leading Party Group of SSTC. After SSTC was reshuffled in April 1998, he served MOST as Vice Minister and Member of the Leading Party Group. In December 2004, he was appointed as Deputy Secretary of the Leading Party Group of MOST and took the post as Secretary in April 2007. Six months later, he was elected member of the 17^th CPC Central Committee.
